THE IMPORTANCE OF THE CLIMATE CHANGE LAW – SECRETARY LITO ATIENZA

The Climate Change Act of 2009, which President Gloria Macapagal Arroyo signed into law, puts local government units into the center stage of governance, given the important roles city, town, and barangay leaders play in the implementation of whatever plans and programs on climate change adaptation and mitigation measures that will be crafted by a body tasked under the new law.

The substance and efficacy of Republic Act (RA) 9729 will only be as good as those executing climate change measures. The new law may even be a potent tool in bringing about a stronger green-minded electorate because of the centrality to local elected officials in mainstreaming the climate change agenda into their platforms of governance at the provincial and down to the barangay level.

The Copenhagen Conference on Climate Change

The Philippines’ Government just signed the Republic Act 9729 called Climate Change Act of 2009.  It will create an autonomous policy making body attached to the Office of the President to be called Climate Change Commission to coordinate programs of the government and represent the country in international climate change conferences according to the  article from website GMANews.TV on October 23, 2009 also posted in this site in full.

According to GMANews.TV, the signing of said law comes before the Denmark conference in December “when global leaders are expected to approve a new climate change treaty that will chart the world’s carbon emissions future after the first commitment period for the Kyoto Protocol expires in 2012.”

There are 41 days remaining until the Copenhagen Conference under the auspices of the United Nations Framework Convention on Climate Change in December 7-18, 2009.

Ultimately, world leaders will need to find a final solution to the deterioration of the atmosphere, particularly the earth’s ozone.  Meanwhile, countries need to agree to stop destroying it.

Safety for Residents in banks of Rivers, Lakes

Malacañang is going in right direction

 

In the vicinity of Fairview on the way towards SM and Robinson’s, one passes by a relatively long bridge at the bottom of which could have been a river in the past. The supposed river is now dry and a densely populated place. Someone with a nice lawyer, goons and other hirelings, collect rent or sell parcels of that dry river bed. To make the river bed a homely and respectable place, it was dubbed by this “owner” and possibly his family, as Fair Lane. Sounds like a wealthy subdivision, no? The owner has an enemy. The enemy also has lawyers and hired goons, etc. When Ondoy came, these two quarreling owners became invisible. Naturally, the river bed was first to be inundated with powerfully rushing flood waters. Ondoy did not wait for the residents to haul their appliances and houses. The residents were even surprised why suddenly everyone was in panic, shouting, Malapit Na!!! Gissiiiing!!! Likaaaas!!! What was happening to Fairlane Village?

Most of the homes went stampeding with the surface runoff water together with personal belongings. And now the owner of the river bed is collecting rent again. Dear Pres. Arroyo, Sec. Teodoro, Sec. De Castro, could you please have these owners of our river beds arrested and exiled to the gallows for the rest of their lives?  How many people are they fooling and how many will suffer from the acts of these evil doers?

Finally, the Office of the President is wizening up to the impact of calamity not only in Metro Manila but on a national scale. On October 15, 2009, Her Excellency Gloria Macapagal Arroyo signed an Executive Order stopping squatters or informal settlers in Metro Manila and other provinces’ riverbanks. This dovetails with our recommendation to remove and not to allow these settlers anymore from living in the sewerages, major or minor rivers or any place at the bank of a body of water.

It is only hoped that Malacañang will do the same to our sewerages. But understandably, that is the problem of Chairman Bayani Fernando of the MMDA, that he heads and the DPWH.

GMA orders relocation of waterway settlers

MANILA, Philippines – President Arroyo will implement the forced relocation of thousands of families living on riverbanks and other high-risk areas in Metro Manila and nearby provinces even if it would mean losing the political support of local government officials, presidential spokesman Cerge Remonde said yesterday. His Excellency, President Barack Obama, for winning the Nobel Prize, Congratulations. Not many men receive the Nobel Peace Prize.

Not many men, have names like Barack Hussein Obama, or B O, err… excuse me Excellency, B H O.

But in the Philippines, really, B O and B H O, doesn’t really matter.

ANNUAL ECOLOGY CRISIS CONFERENCE

The Resource Recovery Movement will hold the first 2010 Hazards Mapping and Environment Summit (Eco 2010 Summit) in Manila, Philippines.

This is ultimately borne about by the tremendous changing of the Philippine landscape and those of other countries in the Pacific Rim in the last few decades.

All efforts towards risk mapping in relation to calamities and disasters in the past should now take into consideration the great shifts and transformations in land mass, the enormous amount of rainfall brought about by Climate Change and many new factors that were heretofore not factored into national and sub-national planning by governments as well as even by business establishments and non-government organizations.

The 2010 Hazard Mapping and Environmental Summit (HMES) is intended to develop better approaches to mapping risks and dangers to communities in the Philippines and other countries with tropical climates.

It takes a cue from the recent experience in China, Indonesia and the Philippines, notwithstanding the previous experiences in Thailand, Bangladesh, Pakistan where scores of people died due to unforeseen occurrences during the incidence of a natural disaster: earthquake, typhoon, tsunami and other calamities.

The databasing, mapping and full coordination of efforts towards use and sharing of a full function GIS on hazards, volcanoes, water, flood, forests in the Philippines and Asia, vulnerability areas, liquefaction potential, crisis and hot spots is long due because of the long-running phenomenon of Climate Change in the planet. This is also significant in that the Philippines, among other countries, lies in the Pacific Rim of Fire where a large number of earthquake faults lie.

The most important value of the conference is to determine the plan and the cost of implementing such a plan to make the Philippines and other participating nations safer from increasingly hazardous calamities.

Everytime, all the time I feel in my guts it will rain hard and I tell people about it they rebuke me, because you keep saying it won’t.

When I render my psychic, clairvoyant prediction that it will not rain though there may not be much sun, you say, no. it’s bagyo signal no. 2.
